How to build technical documentation for PPWR compliance?

Before placing packaging on the European market, manufacturers or importers, must conduct a conformity assessment. This assessment declares that the packaging in question complies with the requirements of Articles 5 to 12 of the PPWR Regulation. This declaration of conformity, along with the underlying technical documentation, must be made available to the competent authorities upon request.

When do you need a packaging file?

The final version of the PPWR (Packaging and Packaging Waste Regulation) was published on December 19, 2024, and the measures will be phased in across all EU Member States starting August 12, 2026. First, you must comply with Article 5, which concerns the presence of harmful substances. The remaining articles will be further elaborated in delegated acts in the coming period. From January 1, 2030, you must comply with all the requirements of Articles 5 through 12. It is therefore advisable to start doing this as soon as possible.
